(1) To implement the objectives of this Act, the Board may make necessary rules and such rules shall come into force after approval by the Government of Nepal.
(2) Without prejudice to the generality of sub-section (1), the Board may make rules on the following matters:-
(a) appointment of executive director and staff of the board regarding remuneration, facilities and conditions of service,
(b) in relation to the use and operation of funds,
(c) In relation to the financial procedures of the fund and disbursement of funds for road maintenance,
(d) Regarding the procedure to be adopted in the conduct of the Board's work, accounting and financial administration and road maintenance and other work,
(e) Regarding other necessary matters.
